Although no formal offer had been made as of Monday night, insiders say Rubio has emerged as Trump’s preferred candidate after multiple calls and discussions with key allies.


Earlier in the day, sources indicated that Trump had been considering Ric Grenell, a former ambassador to Germany and acting director of national intelligence under Trump’s first administration.
